Director of Resident & Community Services (Intensive Case Management Services-ICMS)
Position Description
ORGANIZATIONAL BACKGROUND
Cabrillo Economic Development Corporation (CEDC) is a community development corporation serving Ventura and Santa Barbara Counties. The CEDC was founded in 1981. CEDC’s core program areas are development and construction of rental housing for very low- and low-income households; property management; and resident and community services. CEDC provides services to individuals experiencing homelessness by providing high quality services. CEDC is seeking a licensed social services leader to join our leadership team as the Director of Resident and Community Services in Ventura for our project-based services. The Director will be responsible for coordinating on-site services across the CEDC development portfolio, ensuring high quality and effective programming and overall mission fulfillment of the organization. The Director of Resident and Community Services will be responsible for programming at the pre-development, lease up and active site phase of CEDC’s programs.
ABOUT OUR ICMS PROGRAMS
CEDC implements an Intensive Case Management Services (ICMS) Program to provide services to individuals experiencing homelessness with chronic medical conditions and co-occurring disorders and who are high utilizers or the Department of Health Services (DHS) hospital and outpatient systems.
WHAT IS THE DIRECTOR OF RCS?
The Director of RCS serves as part of CEDC’s program leadership team who provide program oversight to ensure upmost quality of services and strategic leadership for the organization and its mission. The Director actively works to further CEDC’s mission by developing both staff and programs through promoting innovation and the implementation of best practices. Responsibilities of the Director include:
Clinical Services Supervision
• Supervising, training, and overseeing the development of housing staff.
• Overseeing and evaluating clinical case consultations within programs to ensure effective service delivery.
• Creating, managing and overseeing a robust clinical internship program with local universities.
Program and Staff Management, Development and Evaluation
• Utilizing available data and current thinking within homeless services and supportive housing to inform program development.
• Ensuring appropriate data collection and reporting as required by funders.
• Collaborating with the leadership team to establish, implement and maintain policies and protocols that ensure the use of best practices and upmost quality and effectiveness of provided services.
• Assisting with the evaluation of new funding opportunities and developing proposals when appropriate • Assisting with personnel functions within the programs including staffing, training, workload planning, scheduling, performance evaluations, and addressing staff concerns.
• Mentoring and developing Associate Directors by creating Leadership Development Plans that identify concrete ways to expand their capacity and expertise.
Agency Representation
• Maintaining effective relationships with partners and working to develop and manage key strategic partnerships.
• Fostering relationships in the community with a variety of stakeholders including local service providers, government entities, and community partners.
• Participating in regional, area or other planning meetings to serve as a spokesperson for Cabrillo EDC as necessary.
WHAT YOU BRING

• Effectively resolve and cope with immediate crisis situations.
• Maintain and execute confidential information according to HIPPA and all other applicable standards.
• Take a non-judgmental, respectful approach when working with individuals with urgent and multiple case management and health needs.
• Work just as well independently as they do in a team.
• Exercise mature judgement, and are highly motivated, self-starting and proactive.
• Are excellent at communicating, whether in writing or verbally
• Have a strong sense of prioritization and can coordinate multiple demands in a high-pressure environment.
• Minimum of five (5) years of experience working with homeless services.
PREFERRED QUALIFICATION
• An excellent candidate for this role will possess intermediate to advanced skills with Microsoft Excel.
• Bilingual (verbal and written) in English/Spanish a plus.
MINIMUM QUALIFICATIONS
To be considered for this position, we require all candidates:
• Master’s Degree in a field of study eligible for licensure by the California Board of Behavioral Sciences (LCSW, LMFT, or LPCC).
• Current and active registration or clinical licensure with the California BBS (i.e., LCSW, LMFT, LPCC, ACSW, AMFT, or APCC).
• Five (5) years of experience in social justice, human services, non-profit management, healthcare, or public policy.
• Two (2) years of experience building and managing teams including experience overseeing large personnel operations.
• Two (2) years of experience managing complex program budgets that rely on government contracts.
• Have experience and familiarity with:
• Psychosocial assessment, individual and group therapy, short-term, evidence-based counseling, and crisis intervention
• Government contract reporting
• Evidence-based practices effective with chronically homeless individuals such as Housing First, harm reduction and critical time intervention
• Supervising licensed staff and providing clinical supervision
• Thorough understanding of the available local and social services resources; as well as public benefits and entitlements • Be proficient with computers and technologies used for work outputs including: • Microsoft Office software • Database systems such as HMIS or HER
MANDATORY REQUIREMENTS
Regardless of qualifications, the Director of RCS must:
• Be able and willing to provide community-based and in-home services on a regular basis.
• Be able and willing to provide after-hours telephone coverage on a rotating basis.
• Be able and willing to travel throughout Ventura and Santa Barbara counties on a regular basis to perform work duties.
• Be able and willing to work flexible hours which may include evenings or weekends.
• Have employment eligibility verification.
• Have or be able and willing to obtain CPR/First Aid training.
• Provide proof of full COVID-19 vaccination
• Successfully complete the following as a condition of hire: Tuberculosis Test, Background Screening and Drug Test
DRIVING
Driving is an essential function of this position. To meet the employment requirements for this role, all candidates must:
• Have reliable transportation.
• A valid driver’s license.
• Proof of insurance and ownership for personal vehicles used during work duties.
